I found out this tire was not round and it is causing a vibration on my vehicle. Are these factory rejects?

The tires do drive well, can’t complain about that. But I did not get the 60 dollar rebate advertised on the internet at the time of purchase. They emailed me and say rebate denied, sorry. So next time I won’t switch tires just for the rebate.
